Their ground vehicles are probably midway between Nod and GDI (GDI being the stronger) but their air capabilities are vast. While their infantry tends to need closer quarters to operate successfully, they're powerful when in close.
The Scrin can gather huge sums of cash quickly. Their ability to gather tiberium resources is enhanced not only though how fast they can gather but also because they aren't hampered with the need for silos to increase their capacity.
